SAN JUAN — El gobernador de Puerto Rico, Ricardo Rosselló Nevares y sus más cercanos colaboradores, sus “brothers” según los llama, realizaron trabajo político partidista en horas laborables y utilizando recursos públicos desde un chat de Telegram, donde el grupo orquestaba cómo manejar la narrativa política a través de las redes sociales y medios de comunicación del país.
Los intercambios —que van desde finales de 2018 al 20 de enero de este año— también muestran la fijación y manipulación de sondeos políticos para adelantar la imagen pública del Gobernador y su administración. Esto sin contar las numerosas bromas de índole sexual y chistes misóginos, al igual que burlas sobre periodistas —como Benjamín Torres Gotay a quien llaman “mamabicho”—, grupos activistas como la Colectiva Feminista, políticos de todos los partidos, con énfasis en la alcaldesa de San Juan, Carmen Yulín Cruz, y oficiales de la Junta de Control Fiscal como su presidente, José Carrión, y su directora, Natalie Jaresko.
Estas son algunas de las conclusiones que surgen de las 889 páginas del chat que comenzó a filtrarse esta semana, en donde participaban, además del Gobernador, el exsecretario de Asuntos Públicos, Ramón Rosario y el exrepresentante del Gobierno ante la Junta, Elías Sánchez Sifonte. Al ver la totalidad del chat, se confirma que los participantes se refieren a “F do” como Elías. Ambos, ya fuera del Gobierno en cualquier capacidad, opinaban y hasta daban instrucciones sobre asuntos de política pública.
También están en el chat el exprincipal oficial financiero (CFO) y exsecretario de Hacienda, Raúl Maldonado; el secretario de Estado, Luis Rivera Marín; el exasesor legal del gobernador, Alfonso Orona; el principal oficial financiero y representante del Gobierno ante la Junta, Christian Sobrino; los relacionistas Carlos Bermúdez y Rafael Cerame; el publicista Edwin Miranda; el secretario de la Gobernación, Ricardo Llerandi; y el secretario de Asuntos Públicos, Anthony Maceira.
En el chat se discutían temas de política pública y se intercambiaba información privilegiada ante Sánchez Sifonte y Rosario Cortés.
En una ocasión, Sobrino compartió en el chat una opinión de los abogados del Gobierno “altamente confidencial” y sobre el proceso presupuestario de la isla. Esto ocurrió frente a personas que no son funcionarios públicos como lo son Bermúdez, Miranda, Cerame, Rosario y Sánchez Sifonte.
“¿Cuál es la línea en entrevistas para lo de Trump y disaster funds?”, pregunta Sobrino en otra ocasión.
A lo que Sánchez Sifonte contesta: “Los tweets del gobernador”.
También utilizaban constantemente sondeos de páginas webs y televisión para validar sus decisiones de política pública como es el caso de la privatización de WIPR y temas de seguridad pública. Más aún, reaccionan de manera muy distinta a lo que es su discurso público.
En una ocasión, Rosario envió una foto de una protesta liderada por Utier en la cual se cerró la oficina de la Autoridad de Energía Eléctrica en Santurce.
“Que la destruyan. Heh [sic]”, contestó Sobrino.
“Una menos que cerrar. Gracias Utier”, añadió Sánchez Sifonte.
El grupo también comentó sobre la recuperación después de María, admitiendo el retraso en los trabajos, en parte adjudicándolo a la Agencia Federal para el Manejo de Emergencias (FEMA, por sus siglas en inglés). Plantean que se generaron muchas expectativas que no se están cumpliendo.
“A eso le sumas lo negativo y palpable que ha sido la ejecución de Hogar Renace”, contestó Bermúdez, en referencia al programa de Rosselló Nevares para la reconstrucción de viviendas.
El Gobernador intentó justificar en la conferencia de prensa del jueves algunos de sus comentarios con el cansancio del trabajo, pues dijo que ha tenido “días de trabajo de 18 horas”. Pero el chat muestra el uso continuo de la conversación en Telegram durante todo el día, en horarios laborables.
“No, bueno… Sí, sí, eh… De nuevo, los memes que hacíamos y cosas que se hacían, se hacían a tiempo personal de las personas. Todas las personas tienen el derecho de producir, sin cobrar obviamente al Gobierno, en ese sentido. No, una cosa no interviene con la otra”, contestó el Gobernador el jueves a preguntas del Centro de Periodismo Investigativo (CPI) sobre si el contenido del chat no constituye uso indebido de recursos públicos para fines político partidistas.
De manera ambigua, Rosselló Nevares también negó tener “acceso” a la conversación. Dijo que el chat “se borró” y que no recordaba cómo o cuándo esto último ocurrió.
El CPI intentó contactar al secretario de Asuntos Públicos, Anthony Maceira, y al secretario de la Gobernación, Ricardo Llerandi, para una reacción, pero no hubo respuesta al cierre de esta edición. La secretaria de Prensa del Gobernador, Denisse Pérez, rechazó hacer comentarios “sobre algo que no ha visto”.
El CPI recibió las 889 páginas de una fuente que solicitó anonimato, y pudo validar que las páginas de las filtraciones anteriores coincidían con la estructura de la entrega completa.
